It is with the heaviest of hearts, I write to inform you of the passing of our own Ms. Billie Osborne – Fears. Words can not express how this has impacted the MyCom Network, the City of Cleveland, Cuyahoga and Ashtabula Counties. If you have had the opportunity to work and or be in the room with Ms. Billie, you had the opportunity to be in the presence of greatness. To never have this opportunity again, is beyond belief for many, most definitely for me.

I have included the last award she received as a testament to who she was. This is only a snapshot of what she has done to lead the work in both the Childcare and Out of School Time Spaces.

If there was ever a time to rally for our young people, Ms. Billie was at the table, leading the charge. As we now are in the most unprecedented time of education, childcare, and Out – Of – School Time, let us Honor her Lifetime Legacy and make sure that we are not allowing any child to be in a situation where they are not warm, safe, supported, and supervised.

As I said in October, and I will say again because she is, I am, and I am forever grateful to have served with her.


MyCom Lifetime Legacy Award: Billie Osborne-Fears of Starting Point

Billie Osborne-Fears is the founding Executive Director of Starting Point for Child Care and Early Education, which is the Community Based Child Care/Early Education Resource and Referral Agency, serving four counties in Ohio (Cuyahoga, Ashtabula, Geauga and Lake).  She received a Master of Social Science Administration Degree from Case Western Reserve University’s School of Applied Social Sciences and a Bachelor’s of Science in Child/Family and Community Services from Bowling Green State University.
Ms. Osborne-Fears’ background consists of over forty years of employment in the early care
and education, and social service arena, ranging from Head Start, Child Care to Youth Services.
She serves on numerous boards and committees such as Cuyahoga County’s Family and Children First Council as Co-Chair,  MYCOM Lead Agencies Committee, SYTE Cleveland – Early Childhood Committee, Ohio Child Care Resource and Referral Association’s Board of Directors, Cuyahoga County’s Invest in Children’s Systems Committee, Cleveland Early Childhood Compact, Cuyahoga County Early Childhood Education Partnership Council, Black Child Development Institute (BCDI) – Cleveland Chapter Advisory Board, ADAMHS Board of Cuyahoga County – Early Childhood Mental Health Systems Committee, ADAMHS Board of Cuyahoga County – Whole Child Matters Committee and United Way of Greater Cleveland’s Council of Agency Executives.
The Lifetime Legacy award of the MyCom Youth Voice Awards is given to an individual who has dedicated their career to promoting positive youth development efforts and a youth voice to be heard in our community.
Billie Osborne-Fears was selected as the recipient this year because of her continuing support of the MyCom concept and efforts since its inception which was built on a foundation of positive youth development, in a coordinated effort, and ensuring a youth voice was included in the concept design and implementation.
Billie has continued to push for quality youth programming across the out of school time providers and advocated for both funding and support to ensure all children and young adults have access to quality out of school time programming.
She is a proven leader in the youth development community, highly respected by her peers and staff, a mentor to many, and tireless in her capacity to care for children and young adults.
